This waistcoat came described as 1840s, and the proportions and the way it laces in the back point to earlier than later. It is all hand sewn and the pattern in the silk brocade, the crowns with three plumes, is the Welsh royal crest, so this is believed to be from a royal household. It measures 34" in the chest, 30" waist and 18" long.
